culture, reestablishing
its roles and responsibility (R&R) -
Signed MOU for change and cooperation - □ Ministry of Science and ICT(Minister
Young-Min You, hereafter MSIT) has announced Roles and Responsibility(R&R)
plan of each institution for creation of scientific technology jobs and spread
of scientific culture with INNOPOLIS Foundation, COMPA, KOFAC, National Daegu,
Gwangju, Busan Science Center, and signed MOU. □ The background of public institutions
under MSIT promoting reestablishment of R&R is as follows. ㅇ Previously, the institutions conducted assignments granted in
accordance with mannerism and customs by reorganizing public institutions based
on top-down method, ㅇ and it has been pointed out that the institutions must lead 4h
industrial revolution and lead changes and innovation to fit the level of the
public. □ This R&R plan was prepared based on
agreement among participating institutions that there is a need to spread ‘’
and contribute to improvement of 'quality of life of the public'. ㅇ Based on the standard* prepared through autonomous innovation
process such as operating R&R team of each institutions, internal
discussion, the core mission and political assignment of each institution were
set. *
① R&R reestablishment to lead 4th industrial revolution ② Enhance
autonomous innovation, responsibility and ethical management ③ Spread I-KOREA
4.0 and focus on job creation ④ Plan to achieve major government projects ⑤
Improve quality of life of the public and national convenience ⑥ Enhance
cooperations among institutions ㅇ Also, the institutes promised to enhance cooperation among institutions
and improve public service to create scientific technology jobs and
professional scientific culture institution. □ (Scientific technology job creation)
INNOPOLIS Foundation and COMPA will closely cooperate based on technical
commercialization step such as technical transfer-start
up-commercialization-follow-up support to create jobs through
commercialization* of public research outcome. *
INNOPOLIS Foundation(Cultivate INNOPOLIS Research Institute Spin-off Company ,
support technical finance), COMPA(Cultivate research industry, open research
labs) ㅇ By analyzing the advantages and disadvantages of COMPA focusing on
spread of research outcome targeting 5 INNOPOLIS Foundations and the nation, it
aims to create environment that could connect technical commercialization of
sophistication of capability. ㅇ Especially, they promised to enhance 'infrastructure share such as
technical information platform and business demand seeking system', and
connection between businesses such as commercialization support and follow up
investment. *
Technical information platform(INNOPOLIS technical portal, future technical
ground), demand seeking system(Technique seeking forum, cooperation round) □ (Spread of scientific culture) KOFAC,
Daegu, Gwangju, Busan Science Center promised to enhance cooperation and
communication to realize 'Science with the public'. ㅇ expand public participation and communication regarding science,
secure professional manpower at the field to provide various scientific
cultural service, ㅇ and especially, to enhance cooperation and connection of scientific
contents, exhibition, eduction and event each institutions own. *
Expansion of local exhibition tour, reorganize science center committee
function etc. □ In addition, each institutions suggested
various plans to improve authoritative organization culture, careless
management and to enhance work efficiency. ※
Enhance service mind, minimize formality, build smart work environment,
prohibit sexual harrassment, corruption and overuse of power etc □ The role establishment plan including
core missions of institutions will be reflected on management plan, mid-long
term development plan. Its outcome will be utilized in annual public
institution evaluation. □ Minister Young-Min You highlighted to
attendees that "reestablishment of R&R is the starting point of public
institutions to willfully change", and urged them "to do our best to
be credible public institutions by leading 4th industrial revolution and
improving national quality of life". □ Meanwhile, MSIT signed 'the first public
institution R&R reestablishment MOU' with information communication public
institutions on May 11, set core missions for each institution and promised to
enhance cooperation such as running consultative group for each core mission.
